A cidade de Mariana promoveu na última sexta-feira, dia 2 de setembro, no Centro de Convenções, um seminário sobre a construção de cidades resilientes. A realização do evento foi da Prefeitura do município, por meio da Secretaria de Desenvolvimento Social e Cidadania, e com o apoio da Secretaria de Defesa Social. O evento abordou formas de promover a resiliência do local em que ocorrem situações de emergência e desastres.
O encontro contou com uma mesa-redonda onde foi aberto um debate sobre a vulnerabilidade socioeconômica e a preparação para o enfrentamento de riscos. Participaram os secretários de Mariana, Tenente Freitas (Defesa Social), Walber Luiz da Silva (Desenvolvimento Social e Cidadania), Capitã Marta (comandante local da PM), Welbert Stopa (coordenador da Defesa Civil de Mariana), André Machado (agente da Defesa Civil) e do Tenente Luciano Pinheiro (Corpo de Bombeiro de Mariana). Nos debates foram levantadas ideias, sugestões sobre os riscos de algumas áreas da cidade de Mariana, também respondidas várias perguntas da plateia presente.
No período da manhã foi ministrado uma palestra com o coordenador regional e diretor da Defesa Civil de Campinas, Sidnei Furtado, que também é a referência na União das Nações Unidas (ONU) do Programa de Cidades Resilientes. Em sua explanação Furtado mostrou como construir cidades resilientes capazes de fazer boa gestão de riscos em situações de desastres.
O seminário mostrou que para chegar a esse resultado são mobilizados a defesa política e o trabalho sistêmico, com o fortalecimento e a conexão de vários níveis de governo. O evento contou com um simulado de mesa para ilustrar como seria um possível cenário de chuvas intensas em Mariana e como seria a mobilização das secretarias para proceder com o atendimento às famílias desabrigadas, áreas atingidas e deslizamentos. Esse hipotético cenário ilustrou como seria a participação das instituições públicas em meio a calamidade.
Ainda no seminário a assistente social Rosângela Silva falou sobre o atendimento socioassistencial em contextos de emergência e calamidade pública.
Segundo o secretário de Desenvolvimento Social e Cidadania de Mariana, “a cidade, embora relativamente experiente na vivência de situações de desastres e emergências em Defesa Civil, ainda precisa aprimorar o planejamento para atendimentos de emergências relacionadas ao período de chuva”. Ele explicou que foi nesse contexto que surgiu o convite para a participação do coordenador da Defesa Civil de Campinas Sidney Furtado, inclusive porque já conhecia Furtado de evento anterior. “Reforçando nosso contato, pudemos aproveitar a sua ampla experiência para iniciarmos o processo de planejamento aqui em Mariana, envolvendo todas as demais secretarias do município", afirmou. Walber comemorou o resultado do seminário, enfatizando que o evento rendeu lições importantes ao município. "Certamente Mariana avançou um pouco mais no planejamento para enfrentar situações de crise", afirmou. O prefeito de Mariana, Ronaldo Alves Bento, participou do seminário, bem como o presidente da Câmara Municipal, Juliano Duarte.
O que é uma cidade resiliente?
Para que seja considerada resiliente, uma cidade deve fornecer para a sua população áreas seguras para se viver, com serviços e infraestrutura adequada, além de possuir um governo local inclusivo, competente e responsável, que garanta uma urbanização sustentável.
Na cidade resiliente, as autoridades locais e a população entendem os riscos e ameaças que o território enfrenta, e as comunidades participam ativamente no processo de planejamento local. Por fim, é uma cidade que está preparada porque tomou medidas para antecipar desastres e mitigar os impactos potenciais, sendo capaz de responder rapidamente, recuperar e restaurar os serviços básicos necessários para retomar suas atividades.
Desastre ambiental de Mariana
A história do município mineiro é marcada por uma tragédia ocorrida em 5 de novembro de 2015 no subdistrito de Bento Rodrigues. Nessa data, a Barragem do Fundão, de propriedade da empresa Samarco Mineração S/A, se rompeu, causando a morte de 19 pessoas e configurando o maior desastre ambiental do Brasil, e um dos maiores do mundo. Mais de 50 milhões de metros cúbicos de rejeitos de mineração escorreram para terrenos e rios. Cerca de 240 hectares de mata atlântica foram degradados, e 41 cidades e três reservas indígenas sofreram com o derramamento de lama tóxica. No total, a quantidade de peixes mortos somou 14 toneladas.
